Is the EmStat4T a medical device?

A medical device has a specific purpose and has been tested for that purpose.  The EmStat4T is perfect to be used as a point-of-care instrument, together with a sensor for your application.

The EmStat4T with sensor for medical purposes, would be called an in-vitro diagnostics device. Depending on the country or region where you launch your product, certain testing is required. Think of the IEC 61326-2-6 for EMC, and 61010-2-101 for Safety.
